Meal Account Options 2013 - 2014 Academic Year

SPECIAL ANNOUNCEMENT

The N.C. General Assembly made significant changes to the Sales and Use Tax Code during its 2013 General Session. One of the changes will have an impact on how much students pay for meals at universities in North Carolina.

Previously, students at institutions of higher learning in North Carolina were exempt from paying sales tax when they purchased food on campus. However, the N.C. General Assembly repealed this sales tax exemption during its recent General Session. The repeal is effective January 1, 2014.

The repeal of this sales tax exemption means that Appalachian must increase the cost of its meal plan options in order to have the funds available to pay the sales tax.

The sales tax required will be 6.75%. Sales tax will be reflected in the billing for Meal Plan Options for the upcoming spring semester. This billing will take place in November 2013. The table below indicates the change in meal plan option prices with the addition of state sales tax.

Sales tax on all food purchases will be charged at the point of sale.  For purchases made using a meal plan, this means that sales tax will be subtracted from the student’s meal plan account at each purchase.

Any increase in cost is unwelcome news, but we want you to have this information as you budget for spring semester.

About the Meal Accounts

All students living in residence halls (including Appalachian Panhellenic Hall) are required to purchase a Meal Account.

  • Students choose the plan they desire by selecting one of the available options each semester on their housing agreement.
  • Residents of Appalachian Heights are exempt from the meal option requirement, but they may choose an option if they desire.
  • Students classified as freshmen (by credit hours) must choose the Standard, High or Super Option. The Low Option is not available to these students.
  • Off-campus students may choose to purchase a Meal Account option, or they may buy meals using their Appalachian Express Account in all Appalachian Food Services locations.

How Does it Work

All Meal Account options are based on an a la carte service (priced separately); so that students have control over spending. Individual meal patterns will determine the most appropriate option for each student.  There are no restrictions on where funds can be used or the number of times per day (exception is a $40 per day limit on vending machine purchases).

Meal Accounts work like a debit card with a declining balance.  Students are only charged for what they select and can use Meal Account funds anytime, anywhere for any on-campus food purchase.

Meal Accounts will automatically be ready for use at the beginning of each semester for which a student is enrolled.

Students may change a Meal Account option prior to bill payment by contacting the AppCard Office at 828-262-6141. Meal Account options cannot be changed after a payment has been made.

Balances on Meal Accounts carry over from Fall to Spring semester and end on May Commencement.
